I might have PST and PDT reversed, but whichever we did is the one that needs Congressional approval, and the one Arizona did is the other one.
Yes, states can opt out of DST if they choose to, but can't set it all year. WA, OR, and CA have all passed measures to adopt DST all year, should the feds decide to allow it.
WA also tried this year to pass a measure that would prevent us from springing forward to DST starting next year (and I believe it narrowly failed), with the provision that should the feds change their mind, we could go to DST all year instead of PDT.
And apparently there is someone in the federal congress who proposes a bill every year to allow the states to decide, but it never passes.
