Probably about the same time they made it a crime to import or posses liquor from out of state without filing out a form and paying state tax.

Quote: Due to Maryland State regulations, we cannot ship little cigars to Maryland residents. Due to Washington State regulations, we cannot ship little cigars or loose tobacco to Washington residents.. But what could the justification be for this state to be the most restrictive in the whole USA for pipe tobacco? This place is out of control. I need a trip to Montana.

What was that Native Americans name that went to prison in the 70's for tobacco?

Government goes after money they feel is owed to them. They let my ex walk away from a bankruptcy hearing owing me > $80K. Nothing in it for them, why would they care. But if she owed $126 in payroll taxes they would have seized her house, assets, and put a team of lawyers and investigators on it.
And WA DoR does go after people for not paying trivial tax. Just takes awhile. 2 years after a watch I imported from UK was stolen by a US Customs Agent at Fed Ex Memphis WA DoR called up trying to collect the use tax. Told them if they could get my watch back, I would pay the tax.

And they don't care if it costs $10,000 to collect $79

Try cigarbid.com I'm pretty sure I've seen pipe tobacco from time to time.
