I seem to recall a war of some sort that occurred in part due to similar situations.... Something about a Revolution...

Shouldn't the National Guard have their own supplies rather than stealing from residents?????

Bet there are a lot of shovels at work as we speak. It would seem the National Guard has better things to do to prep for Irma landfall than go around confiscating firearms & paraphernalia.

From Wikipedia:
A licenese is required to purchase any firearm or ammunition. All firearms must be registered with the Virgin Islands Police Department. The territory currently has a "may issue" policy for concealed carry permits. To obtain one, the applicant must meet a stringent set of requirements, so few people receive permits.
