In order to become a WAC member, you need to have a CPL or pass a background check. This, combined with the "members only" rule with guns, was WAC's way of ensuring that ineligible people did not buy or possess guns at the WAC show.
Of course, with 594 now in effect, ineligible people can't buy at the show anyhow, so the WAC rule is less relevant than it used to be.

Although I have zero evidence (just made up stuff in my head), I think that WAC will decline. I never got a membership because the $40 to join pretty much eliminated any price advantage of the pistol I was looking at, and I don't have enough disposable income to get multple things twice a year. At least Wes Knodel shows don't make you be a member, although the one in spring at the T-dome was fairly sparse.

Sharing since I could not find this information anywhere online. I moved and need to update my address (unlike here the Oregon CHL needs to match the address on your driver's license) and emailed the sherrif's office to find out what exactly you bring for that. Quote: Justin,

When changing your address on your Columbia County CHL, you will need to fill out another application updating your information, bring your current Washington State driver's license, your current Washington State permit, and your Columbia County permit. The fee is $15.00 cash only. On the application you will not need to fill out the reference portion. I have attached the application here.

Last time they were in the far back of the room on the right side, as you enter. Basically, the opposite corner from the entry door.
I don't know if that's where they'll be this time.

Oh, and bring a self-addressed envelope! You'll need one.
There are a ton of people at the show, and the line for new Oregon licenses is pretty long. The renewal line is short.
