Tribal property has their own set of rules with their own enforcement.

From the Puyallup Tribal code:

5.12.780 Carrying a concealed firearm.

Any person who knowingly conceals a firearm upon his person or who carries a firearm which is not within plain view in the passenger compartment of his vehicle shall be guilty of a Class B offense. [Res. 201212B (12/20/12); Res. 130691 (06/13/91); prior code § 5.03.510. Formerly 5.12.440]

You could dig further to find a loophole but I either rarely go there or don't carry on property just to avoid any issues.

They can ask you to leave for any reason.

Buddy of mine argued with Tulalip tribal police and security for 10 minutes.
Ended with "OK, we can't arrest you. But we will take your picture, you will never be allowed in here again."

Actually, US laws still apply on reservations and the FBI has jurisdiction unless the tribe has been given back the authority to prosecute criminal offenses. In most cases tribal code mimic's state law.

Unless tribal officers have been "cross sworn" (usually with the Sheriff's Office in the County where the reservation is located) they have no authority to arrest non indians. They can merely detain for a Sheriff's deputy to respond. Tulalip Reservation officers hold dual commissions, County and Tribal.

Puyallup Nation Tribal Police have been cross commissioned with the Pierce County Sheriffs Dept. and Tacoma PD for over 25 years or so. I have heard rumor they are also cross commissioned with Fife, Milton, Edgewood, Puyallup, and Federal Way too but cannot say for certain.

Well, you missed a good show, and you weren't the only one. There were a dozen or so empty seats around us in the VIP section but still a big turn out overall.

As far as my original question, there were no signs and no additional security (metal detectors, pat downs, etc).

That's becoming the trend. Used to be that a tribal officer could only detain a drunk driver, etc, if not a Tribal Member. They then had to wait, sometimes hours, for a Deputy to show up and take custody. Ran into "length of detainment without arrest" issues so the idea of cross commissioning came about. As long as the tribal police officers have the proper training and the tribe the proper insurance, their officers can now just arrest and book into jail any non tribal offenders on the res.

Here's the real deal, folks....

1. No, you may not CCW in either Emerald Queen Casino--that is, inside the buildings. Why? Tribal jurisdiction has nothing to do with it. It is because the entire building--including the showrooms--are considered full fledged liquor establishments. THAT is the only reason.

2. Yes, we are cross-commissioned with Pierce County, Tacoma, and the City of Fife.

3. Referencing #2 above, it's kind of a moot point. A couple of years back, Gov. Gregoire signed into law a measure that recognized Tribal LEO as General authority WA State peace officers--as long as their training is equivalent or better than CJTC. The IPA (Indian Police Academy) is a branch of FLETC, is taught in Artesia, NM, and is over 5 months long. After we go to that, we also attend the WA State BLEA Equivalency--two more weeks.

In short, if you go through the City of Tacoma and you have a CPL, there is a good chance that you have carried on the reservation. It's a LOT bigger than most people think.

Just don't carry in the Casinos, for the reason stated above.
