Like other FFL's in WA, I got the following email from Kevin Baird (WSP) regarding the January 1, 2024 enactment of the waiting period requirements:

As many of you are aware, the Washington State Legislature passed Engrossed Second Substitute House Bill (E2SHB) 1143 and signed by the Governor on April 25, 2023. Although we are not currently conducting firearm background checks, we wanted to share information regarding this bill as it will affect firearm background checks beginning in January of 2024.



Attached is the final bill, however the highlights are as follows:



Beginning January 1, 2024:



· A firearm dealer MAY NOT transfer a firearm until the background check is completed.

o This means no longer will FFLs be able to transfer a firearm before they receive a ‘Proceed’ response

· All firearms will now have a 10 day waiting period, not just semiautomatic rifles.

· Requires firearm dealers to obtain proof that the transferee has completed a recognized firearms safety training program within the past five years.

o The training must be sponsored by a federal, state, county, or municipal law enforcement agency, a college or university, a nationally recognized organization that customarily offers firearms training, or a firearms training school with instructors certified by a nationally recognized organization that customarily offers firearms training.

o There are exemptions for law enforcement and certain military members.


My question to Kevin Baird from WSP:

Currently, the applicant's local law enforcement agency is the POC for background checks.

Will that change to your branch as of January 1, 2024 or will it remain centered on the applicant's local law enforcement agency?


What has everyone else heard (if anything)?

Maybe if there enough lawsuits against the state, they monies will be drained and then the program or whatever for the system can't be funded.

This right here is designed to restrict our 2A rights, they want total control of their serfs (tax cattle).

"We are taking over all firearm background checks this year. We will migrate FFLs by county over the course of 3 to 4 months. We're required to have everyone onboard by January 2024, but are shooting (no pun intended) to be done before the holidays begin in November.

We'll be 'one stop shop' for you...and you won't have to send in FTA forms any more either.

So, for those who are aware of and follow such things- WA is going from a 'partial POC state' to a 'POC state', as defined by BATFE.

Next question is, is this required for frames/receivers too or only complete irons? If the former, guess I better bite the bullet, hock a kidney and get those 1911 frames ordered from Fusion...

I'm pretty sure these folks aren't entirely protected from Ex Parte Young 1908, leadcouncil might know more about it though.

If I was an FFL in WA I would make the exempt special people wait just like the regular peons like me.

Do you one better, I'd put them in their own SPECIAL line... at the back. Guys who don't try to play the Exemption Card and just ride it out like regular joes get to stay in regular, though.
