I received my Oregon non resident concealed carry license. If I want to go to Oregon and buy from a personal gun owner to avoid the gov. paper trail and since Oregon does not require IBC like 594 does it will be legal for me to buy there and bring home to WA correct?

Nope. The CPL only allows you to carry. It does not allow you to purchase. There are some links I will dig up but you must have it shipped from Oregon to an FFL in Washington<Pending link insert and confirmation>.

guns purchases across statelines is a no no...cept maybe FFL's or something.
you can buy there but will have to be sent to an FFL here

This is an easy one to get mixed up.
Remember CPL, CHL in your case for Oregon.. is a "state" issued credential.
Firearms across state lines... is Federal.
Same line of thought when you go onto a military base. Federal... your CPL means "nothing" on base unless you have Federal level (FBI, DEA, Secret Service, etc) which isn't the common person here.

The thing of that... is that typically they have lots of money to recover and most importantly they have insurance so it basically doesn't cost them at all in the end. Wishing for an earthquake is like "getting castrated because your neighbors have too many kids" Sounds good on paper but in the end not a wise "wish" or thing to do. On the other hand... I wish for a major "whatever" for the folks of ISIS. May they be blessed and meet their maker (sooner) than later.

The government already put an RFID chip inside the frame of your gun and are tracking it with their satellites, no paper trail needed.

It is probably pointless of me to point out that the 10 day wait under the new law is if there is no response received on the background check, and is different than California's mandatory 10 day wait which was struck down by the federal court.
