I'm still confused about how they can legally ban open-carry. Doesn't state preemption prevent rules such as this?
What am I missing?

What am I missing? It isn't a law. Read what Bob Calkins said, it is a behavior thing. If you carry in, you will be asked to leave and if you don't, trespassed. The same as someone who acts like an asshat or brings a sign. It is a procedural rule I think. Honestly, they should have banned people holding guns in the air. People OCing a pistol are clearly NOT making a demonstration or statement. You could argue the signs are protected speech too.

How about the whole city? This still sounds fishy to me.

Preemption covers cities and counties, not the state.
However, they've effectively disarmed anyone without a cpl..a big no no
The open carry ban was repealed because they would have to issue CPLs at no cost and must issue, since carrying is a right.... you can limit one but not totally eliminate it.
There is now no legal way for someone without a cpl to carry there...as mentioned. .they have given NO choice to some..
