since we are going to have to use a ffl to transfer firearms now on every sale.
is the dealer going to charge both people to transfer? or will it be a set fee?
who pays the fee?

Its like a regular transfer from state to state iirc. The buyer pays the transfer fee. So it should be a single fee and of course tax.

Yes, no one ever offered "free shipping" on items as an inducement to someone to buy.... or included a tank of gas with a car they sold, or threw in an extra mag with a gun they sold.
