Debating on either selling or trading an ar however with all the new laws and upcoming legislation I have no clue who what when where how other than sale is supposed to be done through a dealer.

Basics. About all firearms are transferred via dealer (FFL). Handguns, shotguns, rifles etc etc.
AR rifles dealer will charge taxes etc that are new but they will deal with that with the buyer. Plus buyer will need the semi auto rifle class certificate but again dealer deals with that issue.
Pretty much as a seller you just need to find a buyer, mutual price and location to make the deal (FFL).
Don’t make it harder than it needs to. Price it right and it will sell. Price it high and it will sit.

Yup. Meet at a dealer. Make sure you know their transfer rules/fees ahead of time.
