Looks like a "tooth", for lack of a better term, that is used on an earth drilling auger. Drilling for pilings.

Edit to add: yup, just search "piling auger bit". Carbide tipped for digging through the rocks.

USRifle got it. It’s called a “travelller”. Start anywhere on the outside perimeter of a wooden wheel, roll the traveler around the perimeter, count your revolutions, and when you return to the start move the adjustable arm to point at the starting point. That gives you total rotations plus a partial rotation indicated by the adjustable arm. Then move to your steel “tire” which has been rolled into an open hoop,. Run the traveler around the inside diameter of the tire, the same number of rotations and then to the final portion of a rotation indicated by the adjustable arm. Cut the tire there and weld it together. Heat up the tire and drop it onto the wood wheel. Douse the tire with water to shrink it tightly onto the wood wheel. You are now a wheelwright, and have a purpose in life.

I will never use this tool, but it deserved the respect of a home, and to be appreciated for what it was. 200 years ago it was an indispensable tool.

As you would expect, this is a Model T tool. It dates back to the early 1900s. Not sure nipple clamps were invented back then. I’m sure somebody here would know.
