Waguns is apparently on "All times are UTC - 8 hours"
Why? Trying to figure out the times is needlessly cumbersome. I had to Google "UTC timezone," and then subtract 8 hours.
Why not just PNW time since that's the local time zone, and most non locals are able to more easily determine their time relationship easier/faster.

Your post shows in PST on my phone. Im on EST right now, but everything is showing the local time there. Seems like it already is the way you're suggesting?
Or are you referring to another function?
Edit: nevermind it shows 4 hours behind me.

Don't you have to set your time zone in the UCP?
