For those mentioning asbestos in break pads, that was also banned in 2014 and since then new materials have been used (the article doesn't mention if this is a CA only thing). For those mentioning tire wear, the article does mention it but so far no solution is lay out. Maybe they will negotiate with manufacturers replacing some materials. We will see. Chevrolet plans to offer alternative breaks in those models to comply with the new regulation. So the ban is only temporary.
I would be outraged if the ban comes before an alternative is commercially available. In this case its totally fine IMHO. Specially as it doesn't affect entry level cars.
