I'm not so sure about his intent
He was swerving around people when he first got onto the parade route. Was he trying to find the right people to mow down? He also didn't go straight through the big group that he hit. It looked like he was trying to squeeze around the left side of them. Once he realized it was too tight he just gunned it to get through. His history cannot be easily hidden. The system gave him TONS of breaks - most leading him just to do worse and worse acts. If people say the "system is broken", well OK.
