As a fellow Washington resident, I ask you to please oppose House Bill 1143.
I'd like to know why Washington hates gun owners and businesses that have a right to keep and bear arms?
This bill and others proposed will impair Article 24 of Washington's constitution AND the 2nd Amendment. Our constitutions are the law of the land no matter what Progressive Liberals think! PUNISH CRIMINALS instead of making the peaceable citizens into criminals for noncompliance to unjust restrictions to our constitutional rights!

This bill seems to make the exercise of the constitutionally protected Second Amendment rights conditional upon applying for government permission, taking one-size-fits-all training, and paying fees. No other constitutional right currently has such a license, fee/tax, and training requirement because these barriers simply make such rights less accessible to those of limited financial means or with tight schedules.

This bill will prevent low-socioeconomic communities from being able to exercise their fundamental right to keep and bear arms because of the extraordinarily high costs this bill requires to purchase a firearm. First, there is the recurring permit fee. Then, there are the course and other associated costs. But, the bill does not take into account the costs of actually taking the required course, which can cost hundreds of dollars and time off work to take the course. There is no limit on how much money this course can cost, only how much the permit fee is. The required fingerprinting also costs money. The bill also fails to take into account the travel time, gas money, range fees, and ammunition costs for required live-fire training classes. There are an inadequate number of gun ranges in Washington to accommodate hosting a course for every single purchaser, last year there were over 700,000 NCIS background checks for firearms purchases in Washington. Then, there is the taxpayer burden. Our law enforcement agencies are already understaffed and underfunded thanks to the "defund the police" movement - now they will have to hire staff to process hundreds of thousands of permits, a burden that will fall on us, the taxpayers' shoulders.

HB 1143 also creates a chicken or the egg problem for first-time firearm purchasers. A permit is required to purchase a firearm, but in order to receive the permit you have to complete a training course that requires having a firearm. If you don't have a firearm already, how do you get one to complete the course that is necessary in order to get the permit to purchase it in the first place? Sure, some ranges rent firearms, but that is another financial burden that HB 1143 imposes.

In addition, the ten-day waiting period on firearm purchases is arbitrary. When the federal government first created its computerized background check system more than two decades ago, three days was already considered appropriate for the technology level of the time for an “instant” check. With 2023 technology, a ten-day delay adds nothing of investigative value and serves only to inconvenience law-abiding citizens and arbitrarily delay a right. According to ATF data, the average time-to-crime from purchase of a firearm to committing a crime is 8.8 years.

I oppose HB 1143 and you should too.
