IIRC you would each need to have the firearm shipped from an FFL in your state to the recipient's state.

The rifle needs to be transferred through an FFL in either Washington or Oregon. (Long guns need to go through an FFL in either the buyer or the seller's state.)
The pistol needs to be transferred through an FFL in Washington. (Pistols needs to go through an FFL in the buyer's state.)
It sounds like the easiest path would be for both of you to meet at an FFL in Washington to do the transfers.

Yes . . . assuming you do it through a Washington FFL.
You can't do a private-party non-FFL transaction like you can with another Washington state resident.

It's a transfer . . . doesn't matter if it's a trade or a sale.

U.S.C.922(a)(3) and (5), 922(b)(3),27 CFR 478.29 and 478.30
A person may only acquire a firearm within the person's own State, except that he or she may purchase or otherwise acquire a rifle or shotgun, in person, at a licensee's premises in any State, provided the sale complies with State laws applicable in the State of sale and the State where the purchaser resides. A person may borrow or rent a firearm in any State for temporary use for lawful sporting purposes.
