IMO, usually a picture with some level of mockery or irony that can be used as a response by itself to a thread, without additional words. For example. If Glock does indeed come out with a single stack 9 this Friday, a Glock fanboy might not both with a complete response, just the "shut up and take my money" meme.

Umm meme images meet that definition perfectly. "594 would have prevented that" is a meme. Putting those same words on a picture of a disaster area is a meme. Michael Jackson eating popcorn is a meme... if you don't identify with a meme image, then it's probably not meant for your particular type of audience.
