Let's remember, the killer in this case wasn't just some random 73-year old feeb. He was an actual police deputy. For one year. In 1964.
And in addition to that, he donated a lot of money and equipment to the police department, which is why they let him on patrols where he could chase, arrest, and kill people. And in 2011, he donated enough stuff that they named him 'Deputy of the Year', sort of the Kids' Choice Awards of Deputization.

Either there isn't enough training to know one device from another...or these guys can't tell their left from their right....or they are shooting people intentionally and using plausibility as a defense.
