Police on Willows Road?

Twice in the last week or so, after leaving work in evening and going north on Willows Road in Redmond, I have seen a police officer standing on the east side of the road and appearing to randomly step out in front of traffic that is stopped at light on 124th and flag drivers over. Does anyone have an idea what this is for? Definitely not for speeding. I suppose it could be for expired tabs or talking on a cell phone. Seem a little odd at rush hour but then whatever it is for there is a captive audience backed up at the light.

My real job is on Willows, essentially across from the goof course. Quite possibly, until about 5 weeks ago my office window overlooked the soccer fields and north end of the golf course. My last job was right off Willows and Ne 95th.
