Or poor training. Or subject was closing and not enough time to come to a proper shooting stance. Or bad angles. Or back drop was unsafe. Or 1000 other reasons.
Rounds impacted threat, threat stopped, call it a good day and move on.

Not the movies folks where you instantly have a perfect sight picture, clear backstop or time to reach that range perfect stance and grip the second your hand touches your pistol. Being mass transit area the victim may have also had a bag or something else in hands if traveling to/from work further encumbering draw and shot.. Fact is badguy made a stupid decision and got shot for it, nobody else got shot/hurt, the rest honestly who cares.
