NICS has VA medical records - new news, or old?

So now the Government can auto enroll all discharges to the VA, and the VA can lay out a blanket diagnosis that all overseas deployments could have caused PTSD so all vets get to be screened...over a course of 6, 12, and 18 months....or longer.
"Oh sorry! No guns for you..you are listed as a mental health risk."
"But that's a screening, not a you have PTSD."
"Sorry, the VA says its PTSD until you show its not."

Big Brother to the rescue!

Doesn't that violate HIPAA in some way?

I saw the same article, but was unsure of the sources. It will be interesting to see what others think.
