Sounds like the intake valves are a bit to tight in the guides.

yup....stuck valves...
Totally Stuck.
The whole thing is odd....like pulling teeth with the guy trying to figure out who/what happened with head assembly procedure.

They not lube stem on assembly, wrong seal, too small dia valve pulled into seat?
Had a shop angle mill some fuelie heads for my race engine many years back.
Job was supposed to be hot tanking, angle mill, 3way cut seats and valves and install.
At some point they bead blasted them. Of course they didn't clean out the quides and put the heads together.
I get the heads, slap them on the motor, install intake etc. In the process of setting valve timing, turning the engine over by hand was getting worrisome as it was tight. Started questioning my piston main brg clearances and spent the evening beating my head against the wall figuring I royally fucked up.
Upon about the 4th rocker I realized that a few fucking valves weren't moving at all.
They bought me new roller rockers, intake and head gasket set and pushrods. But they shit themselves with the price of Harland Sharp rollers and $200 pushrods and kept trying to buy me junk they said was equal to. They were lucky I didn't go for the expensive springs too.
I wouldn't let them teardown and reassemble and never went back.
