I looked at the list and my first thought was "WTF is in Cheney that would make it a target, even to ISIS?"
Maybe they just want to "capture and hold" a couple of meaningless areas like this so they can brag to the world how they were victorious. Maybe they secretly are planning on "capturing" places like Vantage and Washtucna too. If they're smart they won't go anywhere near Sequim with all those old retired folks.
