I think he needs to be taken out to a field chained to a post, and tied around a pressure cooker that has three alarms in it... And a remote detonator which is tied to "just enough" c4, first one set for 1 hour... It goes off... Nothing.... He starts to realize the gravity of the situation... The second set for 2 hours... Same as first alarm.... 3rd at 3 hours... And nothing.... On minute after that 3rd alarm sounds.... Fucking kaboom.

Another idea would be to auction off the rights to kill the scumbag. Winner chooses method of dispatch. Donate the auction proceeds to the families of the victims.
