Seems to me then, we need to focus not only on lower level judges, but also at the state level

Given the motif of coerced compliance under threat of punishment (fines, incarceration, execution, etc) the real question is how to apply such to judges?
Fines for reversal on appeal? Censure or worse handed down by SCOTUS? Etc ...
