I'm going to debate this one.  If you read period literature you will see it referred to as .30 US, Army and Government. I'm trying to dig up sources now. .30 Government fell by the wayside really fast when the .30-06 came out. EDIT. We have some signals crossed here. I was replying to the .30-40 krag question. Sorry. I see you did answer it but I think a lot of things crossed at once.
