So, their system is showing she has insurance, as some states require insurance companies to inform the state of insurance coverage, and lapses. So, he KNOWS that insurance is valid on that car, he's just citing her because she doesn't have the card. That's a bullshit move.

Funny, how 'my computer shows you have a warrant' is good enough to take someone to jail, even if they have court papers from that day showing it was dismissed, but 'my computer shows you have insurance on your car' isn't good enough when you don't have a piece of paper showing it....
