A lot of truth here, but let us continue...IF the van driver had followed the law, came to a stop at the RED light, the accident would not have happened, the woman would not have been injured and TW would not have a clear video of what really happened. Watch the video again, the woman had made a complete stop and started to make the turn before the van was beside TW. Retraining? OK, but her being in the wrong and sharing responsibility? I think not.

Well, I'm not sure if you've heard of it yet, but there's this new-fangled invention called electronic mail. It's actually pretty cool. So, instead of sending someone a copy of my VHS, or 8-track through the post office, I can send them a digital copy of whatever it is that I need to send them. And on top of that, it arrives almost instantly.
Lol. Smartassery aside, both officers on scene looked at me like I had three heads when I ask them for a witness statement form. Apparently I've been hanging around with state troopers too much. I guess Kent does not use them. They grabbed my contact information, exchanged emails, and I emailed them the video..

Your assessment is legally accurate. Van is per se negligent, meaning he broke the law and in doing so is responsible for the consequences.
Not to be confused with contributory negligence, in situations where say both actors are either breaking the law or not breaking any laws - then they share the blame by some %.
However, let's set that aside. I'm speaking of a self-preservation perspective. Blame the van driver, however, if she had died it does her no good.... that's my point. Say she was a pedestrian crossing the street and run over. Does her no good to wag her finger and say it's the van's fault, when she's being put in a box.
