Granted, they should have the scanner, but relief funds used to purchase shows even a police agency trimmed funds from somewhere that was designed, in principle, to keep American citizens from starving and loosing a roof over their head.
Funds abused at all points, taxpayers are fucked and we are unable to say stop....
