For good or for ill, most previous meanings associated with that flag are being lost to time.

My maternal grandmother was a Daughter of the Confederacy raised in Virginia.
Active in civil rights 50's, 60's Detroit.
Don't think she owned a Confederate flag, unless she hid it down in the basement or something.

Now see that's funny.

There right and wrong answers to the question though. There are multiple flags that people fly and don't know which one they are really flying. The same goes for the observers who just say "it's a confederate flag". They're both ignorant.

From time-to-time when I was in attendance at the UW in the halls I would pass a young black male who wore a Confederate infantry hat complete with flag and crossed rifles emblem.

I figured he had gone to Gettysburg and it was a souvenir.

I fly the Navy Jack in my shop. Somehow the yellow in other flags absolutely makes liberals go absolutely (more) nuts. They really don't know history.
