Apparently the SEALs want to train in MORE state parks. Apparently this is already ongoing. The idea is to sneak ashore in urban areas without being seen.
This should make your tinfoil flutter.

Maybe Hotel del Coronado stopped letting them train on their beach due to customer complaints. They run across the beach just about every morning and the close the beach to civilians when they train with weapons and boats. - Spoiler: show

Yeah, I get the feeling this isn't giant formations but rather small squads emerging from the water trying to not be seen/practicing stealth.
Frogmen(/women?) emerging from the water, weapons drawn, faces painted. That ought to scare the bejeebus out of the campers.

They've been doing this for decades. They set up a meet and greet last year in Poulsbo to explain it to anyone who was interested. Their training pool was right next to my unit's compound. Also, its SEAL, not seal. I don't know if there are any frogmen on the board, but they kinda prickly about how you spell that.
