Unfortunately, there doesn't seem to be a "rock bottom" that human cities can sink to. There are enough clean beautiful areas and neighborhoods that the majority of people can still feel a-ok.

It's not new. Our high school auto shop class toured some stuff around the Bay Area in 1994. BART stations looked the same then.

SF used to embrace bums, junkies, hippies, and weirdos.
