1993 Harley electrical problem

1993 XLH I'm fixing up for my son. Put in a new battery, old one had a shorted cell or two. Now the charging wire from the voltage regulator to the battery is getting really hot.
Battery voltage is 12.25 static, 13.2 charging which seems low. Charging voltage from the regulator when disconnected from the battery is up to 40 VDC with the throttle on! Thinking a voltage regulator??? Maybe a bad battery? I'd try one from another bike but they have reversed polarity.
I'll try charging it with a battery charger to rule out a bad battery.

Thank you. We'll look at it this week.
I was concerned at the unloaded voltage rating from the regulator to the battery at 40 volts.
