Depends entirely on the circumstances. Hard to say from the limited video footage from this incident whether it's a good shoot or not. I'm inclined to give the offices the benefit of the doubt for at least the first few shots; after all, the driver did apparently attempt to run him over. I would consider that a lethal threat worthy of return fire. But the hail of gunfire that followed is a lot harder to justify given the unknown backstops.

Mostly agree with you there.
On the other side of this is the criminals who had the officers not engaged (And still missed as far as I'm concerned, at least the driver should have been DOA) would be back out stealing yet more cars and dealing drugs and all the other crime that Seattle moans about but doesn't do anything about.
From what I can tell of the video the threat to other residents was a lot less than this moron of an official seems to be trying to prove.
