For some odd reason, some believe that LEO's are some magical different being that can shut off their human behavior and instantly become some supreme being that can shoot the knife out of someones hand, deliver a baby, provide mental health counseling, and change a flat tire for an elderly couple all at the same time while downing a burger.
You can't train human behavior out of all people, and one certainly can't screen certain things out during the hiring process. No one knows how they will respond until they are put into a highly charged situation. I've seen cool folks go to pieces, and have seen those who collapse at the sight of spider do very well.
Until one can take the human factor out of anything, nothing will be perfect. Having sat in on many LEO AAR debriefs and interviews, my first thought was the LEO had a normal case of tunnel vision and didn't see anything but the perp...quite common. In this case, sad...but it happens...and no I'm not saying.."Oh, geez I hope they do better next time." Its a tragedy...but its reality.

1. Firing on responding officers FROM his vehicle, THROUGH his rear view window.
Any other sane person would not even be chasing someone like that. We do not have that option.
"Oh … ! Shots fired, shots fired!" a male officer who is driving yells as the vehicles weave in and out of traffic along West Silver Lake Drive.
Moments later the female officer in the passenger seat says, “All right, partner, I got my gun out.”
"Do not, do not shoot," the male officer responds. "Get distance. We are getting distance."
2. To the OP...did you miss that part?
The dash camera video then shows the suspect’s car swerving left onto Hyperion Avenue toward Trader Joe’s and then crashing head-on into a utility pole.
Seconds later, the police car stops and gunfire can be heard as the suspect springs from his vehicle, holding a weapon, and dashes into the market. It was at about that time that one of the officers’ bullets struck Corado, passing through her arm before entering her body, according to the police chief.
One of the biggest nightmares that all of us fear...that an innocent person is hurt while we are trying to stop someone that we MUST stop.
Notice...I did not say we WANTED to stop. This guy HAD to be stopped. Why?
Because...
Following the initial exchange of gunfire outside the market, the officers moved to a wall opposite the market. Atkins allegedly shot three more times at police from inside, striking the wall and a pole near police, Moore said. The sound of rounds hitting a pole and exterior walls can be heard on at least one of the officers’ body camera video.
The incident then turned into a hostage crisis that ended hours later with Atkins’ surrender. No other customers or employees were injured.
THAT'S why.
Here's a tidbit for you...
LAPD could have--at the point where the guy ran into the store--simply called out a sniper. One round through the glass, more than likely with a bonded rifle round = dead bad guy. Instead, they called out a negotiator and TALKED THE GUY OUT. Why?
BECAUSE WE, AS OFFICERS DO NOT WANT TO KILL ANYONE. PERIOD. FULL STOP.
Again, to the OP: You have a person who has already killed. He has demonstrated a clear contempt for human life by shooting at responding officers through his own back window. So--he's out of the car. He's running toward a store full of people. There is a more than average chance that he will head inside and start killing people.
You have about 2 seconds to make your decision.
What is YOUR response?

About internal affairs, why in the fuck do we let an organization like law enforcement police its self? Investigations into police matters should be handled by an independent 3rd party, like an inspector general. Prosecutors should also have a governing body to investigate claims of prosecution misconduct. If there is misconduct found there should be criminal repercussions from misdemeanor to felonies.

As many police that are on patrol at any given time the amount of insodents like this are minimal. If you want police to be perfect why not get your butt off the armchair and show them how to walk on water if you want perfect.

I know TW gets a lot of shit for his vigilance in making sure LEOs are held to a high standard.
I personally do not mind the threads, someone needs to keep an eye on government (all forms, including the Police) and if TW is willing to provide us with the news and commentary, I am thankful.
