I'm sure the cop is thinking about the repercussions of the "accident" and it affected his actions. Like the feeling you get when you see the blue lights in your mirror... that pit in your stomach
He was probably thinking about the potential for having to look for a new job...
Yes, he should have been concentrating on the well-being of the cyclist. But he's still human too.
Glass houses and all that.
That some cops hide behind the blue line and evade responsibility for many stupid acts and how that plays on public perception is evident in the responses here.

He was very nasty and aggressive, and the officer wasn't going to have a chance to interact with him. Yeah, it was a mistake and the officer admitted he was at fault. Of course he has to call another officer - at least in our jurisdiction the officer is required to call another officer when the first officer is involved in an incident. Aaand, the humor. "Protect and swerve" is pretty funny!

Cops have a dangerous job.
He had a split second decision to make, between paying attention to the road and checking his phone, under enormous stress..Until you're behind the wheel of a cruiser driving 15 MPH into a turn, trying to check a txt message, you have no right to second guess his decisions.
If you wanna criticize a cop's driving, go to the academy.
