Afaik, each side is allowed the first car in line to stage in the intersection during a yellow/non-arrow green light and they can complete their turn even if it takes so long that the light turns red. The rationale being that on yellow-only yield turns, even it's busy at least one car will get through per yellow/non-arrow green.

No driver shall enter an intersection or a marked crosswalk or drive onto any railroad grade crossing unless there is sufficient space on the other side of the intersection, crosswalk, or railroad grade crossing to accommodate the vehicle he or she is operating without obstructing the passage of other vehicles, pedestrians, or railroad trains notwithstanding any traffic control signal indications to proceed."
Doesn't matter if you are turning or going straight, don't enter the intersection unless you can make it all the way through.
