Helitours at Boeing Field used to have a Groupon. We took my kids about 10 years ago and thought it was great. I see their bright yellow helicopters overhead when I'm out riding, so I know they're still in business. With the Groupon, it was a pretty good deal.

A quick Google search shows a number of companies offering tours. Here's one. http://www.helicoptersnw.com/

A 2nd nod to helicopters nw. Their pilots are legit and their fleet of robinson r44's are always kept well. And being as they run r44's vs bell and other turbines their way more affordable.

Helicopter seems like a safe way to look at the city, and for all the problems on the ground its still a beautiful area.
