I was just kidding...
I, too, think it would be a smart move to double-check with the HOA...
Cleaning & maintenance could be on the unit owner, but replacement could be on the HOA since, as previously mentioned, it's affixed to the structure....worth a shot.
Plus, with all those units, they may have someone that gives a break on the price, or already has the correct paint, or whatever...
