So, got an AR with a Larue SPR 1.5 mount on the upper. Put a new barrel on the upper, and a new scope (Leopold VX-3i LRP 6.5x20). At 100 yards, with the scope adjusted DOWN all the way, it is still hitting 6-7" high. 55gr Winchester ammo.
So what do I do now?

If the AR is leveled at the rail, the scope is also level fore & aft and side to side.

This scope has a zerostop. You will need to read the instructions on resetting it.

Since you installed a new barrel, it may not be a scope issue, could be a barrel issue. I just went through the very same problem. The culprit was the barrel.
Who made your barrel?
