Got a cheap 10/22 to upgrade later, one spare ar-15 & ar-10 lower to grandfather.
But what else semi automatic to stock up? not willing to put a ton of money on it, maybe just "actions". Thoughts?

I've got a ghost Gunner. AR15/10 and Glock pattern stuff are covered. 1911 too. Everything else..... No idea

Recievers transfered as "other" or "pistol" will be gtg afterwards if you make them i to rifles or SBRs. Buy AKs and other hard to build items. Or items that don't have bare recievers availible.

Or items that don't have bare recievers availible. Not necessarily as easy as you suggest - the waiting time on those items will still be 10+ days although many people believe it will be 30+ days. No more cash and carry with anything other than bolt, pump or lever action guns - even if it’s just a receiver/other.

Regarding the PO's original question. If you're thinking about battle rifles, for me, the top ones would be:
M14 / M1A HK / CETME / PTR-91 Thompson 1927 M1 WWII configuration-ish / A1 (if you prefer the Chicago Typewriter style) M1 Garand M1 Carbine (?) FAL
I won't be getting any of those any time soon, much as I might like to.
EDIT: Crap, just reread the OP ...in its entirety... and realize you were looking for budget items. None of my suggestions are...budget.
1911 Frame?

Get an ak receiver. Atlantic arms has them for $70 I think. Morrisey, was going for that. Rifle dynamics uses them now. Or get the Childers for $100.

This is a tricky as one's opinion might vary from another. Here are some of my opinion yours may vary, AR/AK/ 5.56 hybrids/9mm PCC's/80%/and then after that plenty of ammo. If they cant take the rifles/pistols away the ammo will be their focus some day. Nobodys buying opinion is wrong, as buy whatever you can. If you shoot a lot buy quality. Also buy plenty of $500 AR's for the next panic as someday it will happen and there will be plenty of $$ to be made. Offcourse that is this mans opinion.

If so, why? We know that a lot of companies will not ship certain parts/products because the laws in that state are not clear (or introduce too much ambiguity for lawyers). One example in WA is “full auto parts” - even though we know that’s not what makes most guns full auto. Same thing with a lot of binary triggers. Happens a lot in other states too. Go back, reread the new law and tell me a nervous attorney won’t tell a company to stop selling 80 receivers to WA addresses. Sure, it might not be every retailer - but the big ones won’t risk it without clear language from the AG (which will never happen).

It says that it's illegal to manufacture an untraceable firearm with the intent to re-sell it. Which was already illegal.
