i want to add a Ar10 to my collection. want to get a complete rifle. i have not bought a semi rifle in a while so curious what are the pitfalls of buying a complete rifle. i did do a 1639 class and got the piece of paper.

people have told me that buying one now allows the police to enter my residence to inspect it. is this true? do they need to see the 1639 paper? what other interesting things would buying a semi rifle now open me up too?

Thanks

You need to have the class, you'll pay an $18 fee when buying it, and you'll wait 10 business days before you can pick it up while local law enforcement does the background check. That check includes the mental health check, which they will allegedly (per the law) re-do every year.

That's it. No home inspections or any of that jazz.

FIFY

Also, WA state will know you bought it if you buy it complete (once they get around to processing the FTA form). If you buy just the lower receiver between now and July 2020, the state won't know about it.

Well, 10 days or “more than 10 days” depends on whether the dealer follows the RCW.

I'm not sure I entirely fault the dealers anymore; I've been hearing that ATF is warning dealers not to proceed with transfers unless they have a NTN to record, but they're not always able to get those within the 10 days because the local PDs are holding up the process for one reason or another. So in an effort to stay in the good graces of ATF, dealers are holding longer than 10 days - in spite of the RCW - because the feds are telling them to. How much of this is true and how much isn't, I don't know; I'm only hearing what people tell me they're seeing & hearing.

Shaggy I am not sure it is that easy. Is the plug permanent? I have said before ARs should be sold in Washington with solid gas blocks as "straight pull rifles" A plug in the gas block may considered an attempt to circumvent the law. Also it would be cheaper to buy a real gas block afterwords rather than a "Washington gas block". Just stick a cheap cover over the gas hole until replaced by the correct part.

If you buy the rifle now then you will be stuck and not be able to pistol it. Best thing is to just get the lower since you just fill out a 4473 and it is called in and you most likely will leave with it and then can put the kit on.

As far as the sleeve vs plug- My company has been using the sleeve for years for cali legal straight pull uppers and all of our I-1639 compliant rifles and the owner of I5 Guns in Olympia has filed patent paperwork on the gas block "plug". The sleeve is a solid option because there is absolutely no DI parts in place for the gun and the gas key is "necessary" for carrier alignment in the upper, so there is little to no SAR interpretation for the state (and we have the OK from them) and if I5 gets issued their patent (may be worth making a call to them for that status, as I haven't talked to them in a bit), it can be used for a solid defense from the state because it is a federally recognized mechanical patent (patents are a two way street. The feds use them all the time to determine intent and use them as a defense, so there is case law resulting from them being used that way). We charge $50 for the sleeve and I5 sells the plug for $25 but the real catch is that the guns need to be built or delivered to the dealer as a "straight pull" because a dealer that changes the action of a firearm is required to report it on their AFMER report and pay the appropriate federal excise tax (just like turning a semi-auto to full auto is "manufacturing", even though its the same gun, turning a semi-auto to bolt action requires the same AFMER reporting and taxes minus the NFA paperwork and on a gun that already exists).

NEW LOCATION UPDATE BY REGION

We have taken the steps to set up the Political Action Committee (PAC) #F1639. This is required to be compliant with Washington election law and prevent legal issues for the Initiative organizers. We will not seek individual donations to help cover the cost, as that's a huge administrative headache, this is our gift to the citizens of Washington. Our free online 1639 training class was the warm up gift.

We have printed 20,000 signature sheets, 17"x22", doubled sided as required by Washington law. If its anything other than that size, printed front and back, it will be REJECTED by the Secretary of State's office. The size is difficult and expensive to print.

FAQs
*Sub distribution has begin from primary distribution centers.

*Guard petition sheets like gold.

*Return completed sheets to gun shops and distribution centers

*Its OK to fold them in half

*Do not take more sheets than you need

*See file section for signs you can print.

*Do not sign more than once.

The 20,000 have sent sent to all corners of the state.

SPORTSMAN'S WAREHOUSE AND CABELAS/BASS PRO WILL NOT SUPPORT THIS MISSION.

Each location will have petitions to sign, or to pick up copies for you to use, hopefully you will be able to register voters at these locations as well.

Ranges, gunshops, gunclubs, or other groups wanting to distribute signature sheets should pick up sheets at these locations. We will maintain a post of gun shops that have sheets available for distribution or signing. Sheets will not be mailed or shipped, the PDF won't be shared any longer either as too many wrong sized sheets are already in circulation, a tremendous waste of time and energy...as well as lost voters.

Please do not call, email or message these shops about information (its overwhelming), but follow their social feeds for information.

VOTERS:
WA registered voters ONLY.

Do not sign more than one sheet, it will result in both signatures being tossed out.

Signature and voter information MUST be legible.

Completed sheets, return to the distribution points or mail per the instructions on the signature sheets.

Signatures must be on a sheet that meets all of the Washington election laws, for size, content, readability and properly marked (unlike the Yes on 1639 campaign).

Please like and share this post. This is all grassroots effort, the citizens are standing up and fighting back. We need everyone on board to gather 300,000 signatures before December 27th. It won't be easy, but its not that hard either.

Potential signature gathering locations, private locations will require permission from the property owner:
Sporting events
Holiday parties
Gun shows
Grocery stores
Church services
Rallies
Public spaces/Parks/Busy Sidewalks

Be respectful and polite collecting signatures, but please make the effort.

We learned a lot with our NO on 1639 campaign and hope those lessons will help this effort here. Now gear up, get work done and #F1639.

PRIVATE FACEBOOK GROUP for current information: https://www.facebook.com/groups/759813111155782/re is where you can find a petition to sign.

Yeah,

Lower transfer is not required to have rifle training etc....for now.

Apparently buy and do oldschool 4473 transfer, get a proceed and walk.

Buddy just bought a serial Lower from LGS.

Ill bet the caveat is it cant be previous built?

And as far as 80's go....read a post somewhere the other day where Brownells wont send 80's to Wa State.
