 How does buying Surpressors and SBRs work?

So I am looking up NFA items and I am so confused by the laws surrounding them.

Right now there are 2 things I want to know how to do.

-How do I buy a suppressor.
-How do I register a lower receiver as an SBR.

I am aware of the $200 tax stamp and fingerprints, but particularly with the suppressor I am really confused by the manufacturers licenses (Form 1) vs. buying whole and what that means and if that means I am getting suppressors in parts ect.

Also I heard anywhere between a year and a few weeks to get the paperwork back to actually own it.

Also any note on what the laws of crossing state lines with it is, i.e if I am taking an SBR over to Idaho or Oregon for a fun range day is that a no-no ect?
