Will this affect WaState mag cap law?

It won't, directly. DC still has a ban in place on mag limits. Before this law was eliminated, you could only carry 20 rounds on your person. Heller's lawsuit challenged that overall capacity, yet the mag limit stayed in place.
It will be other lawsuits that specifically challenge mag limits when so many other states don't limit, and most standard 9mm magazines fit more than 10 rounds.
The other thing is that this case wasn't decided in court. DC repealed the restriction, which allows them to pass another one when no one is looking.
