Federal law says it must go to a dealer as he is not a resident of OR. Yeah, it kind of ends there since it's an interstate transfer the 594 stuff (RCW 9.41.113) doesn't even come into play.

No matter what else being a boyfriend doesn't mean anything in anyway.

The dad came up to Washington this past weekend, he and the BF went to transfer the gun. All is well.
