Only problem I see with your plan is that it takes forever for PSA to ship. Unless you've already got them in hand or ordered them a month ago, they'll never be there in time.

500 bucks for a "fully auto gun". Guns dont have to be working.
Wonder if you could get away with buying a bunch of lowers and convincing them they are full auto lowers >.>
Course the call from the ATF would be fun....well Agent X i bought 100 of them just to turn them into Baltimore P.D. and make $450 off each of them
To bad Seattle isnt following suit (yet). Id make enough $$ to buy all the expensive Mil-Surp rifles ive been wanting

Quantico (now Proven Outfitters for retail customers) is in Woodbridge VA. About an hour(?) south of D.C. (which is an hour or so south of Baltimore). Told the family they can take a day, drive to VA and get some lunch and a couple of hundred p-mags (I didn't check stock) and pocket a bunch of cash.

Id make enough $$ to buy all the expensive Mil-Surp rifles ive been wanting I guess you could drill the necessary hole(s) (I don't know much about FA AR/M4 / 16 lowers), so it looks like they could be full auto, but strategically place those holes so they're off enough that they couldn't be. It's unlikely that there'd be an armorer there who'll know the difference... Of course you'd probably still end up talking to the ATF anonymous or not, and you definitely don't want to have "real" FA lowers. So is it fraud if they don't know the difference?

Damn I have half a box of Cetme 20 round mags I paid just over 4bucks for and about 60 pmags I paid 7 bucks for. I could sell them at $25 each and replace them and have money for ammo.
