Data has been sent to the powers that be in Washington State as well as the NFA branch to facilitate the recognition of the Form 1 process in Washington State, as well as the NFA branch in West Virginia.

Yup.
Actually Brian Blake's legislative aide did all of the data collection. I just followed up on the process. It made more sense having it come from Jay Inslee's office, then Brian Blake's office than some guy with a Hotmail account. Anyway, all of the corroborating data has been forwarded. Brian Blake will follow up with these folks in the near future.

So if Form 1s are running about 60 days, could we submit at the beginning of May to get a headstart, but not have the app considered until it's actually legal?

As others have said, no, don't jump the gun or it'll get rejected and your $200 will be tied up for awhile. Also, I just had a Form 1 approved last Thursday, and it took exactly 100 days, not 60. It was a Form 1 (silencer) with a trust through ATF E-forms. A quick glance at the NFA tracker trend graph seems to indicate that 90-100 days is about normal, and it looks like that could be starting to trend upward.

Patience please. One form rejected isn't an issue. THOUSANDS of rejected forms from people who cannot wait IS an issue because it blocks up the system needlessly, not only for folks from Washington, but folks across the entire country.
Want those days to increase? I don't. Please don't submit early. It will be rejected.
