Kinda of lame question but have to ask anyways.
Should I wait to apply for a form 1 in anticipation of a $5 stamp or just pony up the $200, just to get pissed later on when they lower the price?
It's no secret that I absolutely hate the ATF.
I have a CPL.
I have a PIN. (six months to acquire that)
Just WTF do I need to wait a YEAR for a piece of paper saying that I can own a metal can that does not do anything except protect my hearing?
Not to mention the $200 rape fee.
I'm also in no hurry.

Do it. No guarantee that it will change anytime soon... And if it is done, you are supposed to (as it was originally written) get a refund back of stamps paid on cans (back to oct 2015 I think).
Even if I am wrong on the latter part... Better to wait for something to come to you that is in the works already, than wait for something that is not known to happen.

Get started now. The HPA still has a long hill to climb, and it's not guaranteed to become law. Even if does become law, the final version may not pass with everything we want in it; it could easily get watered down. Take the devil you do know and start the process. Although you're going to have few options for kits right now...might have to truly build it from scratch.
