I have a friend who doesn't have a current license.
Can he purchase a pistol with a US passport? I figure you need something that establishes residence, but I don't know what is acceptable?

Passports show residence in the US, but not in any City, State, which is what is needed for the FTR that goes to their local LEA. With a passport and a utility bill he can go get an ID printed at the DOL tomorrow.

Must be a Government utility. For example, PSE will not work, but Thurston County PUD will.
