Importing Shotshell wads

Can anyone point me in the right direction? I’m thinking about getting a bulk order of 12ga slug molds and wads from Russia, I know the molds don’t require any licensing. The wads on the other hand I haven’t been able to figure out if I need some sort of FFL or special import form since it’s a component but the atf definition covered everything but wads as far as shotshell components go. Any links or info you have would be much appreciated.
